Keyboard shortcuts not working after switching to non-english keyboard layout

In XFCE 4.17 keyboard shortcuts with letters from the Latin alphabet (Super+R, etc.) do not work after switching to non-English keyboard layout. In the previous version of XFCE (4.16 and older), shortcuts worked independently of the active keyboard layout.
