Binding to Super+S does not persist across reboots

If I bind to <Super>+s (doesn't matter the command) it will work, until I shut down my machine or reboot. Whether I change it through the keyboard settings or the settings editor the result is the same. Nothing appears out of the ordinary in .config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml either. All other user keyboard shortcuts persist as expected.
