The keyboard layouts screen has a few functionality and design issues

With a fresh set of configurations for xfce, the keyboard layouts screen is kind of broken. Here are some of the problems:

1. You cannot switch keyboard layouts via keyboard shortcut or the panel plugin unless you check and uncheck the "Use system defaults" button. Then, you can switch the layouts just fine.

2. The model selector is, by default, blank which doesn't really make sense as the keyboard seems to work fine. Wouldn't it be better to have one of the "Generic X-key PC" options or even just "Default?"

3. The "Use system defaults" button isn't enabled by default. As far as I know, I don't think that is intended, but even so it would make the configuration more simple for the user by default as most people don't have multiple layouts.
