Alt+Super shortcuts trigger instead of Alt shortcuts

Description

Make two keyboard shortcuts:

1. Alt+Super+F3 => A
2. Alt+F3 => B

Then press Alt+F3: A will fire instead of B.

Remove the Alt+Super+F3 shortcut, and B will fire as it should.

This is new in 4.11.1; it was not an issue before. I've tried recreating the shortcuts to no avail.
