xfce4-session 4.19.2 have listening tcp port

Hi!

Noticed that in 4.19.2 despite having "Manage remote applications" disabled i still have a listening port:

Proto Recv-Q Send-Q Local Address Foreign Address State PID/Program name
tcp 0 0 0.0.0.0:33897 0.0.0.0:* LISTEN 2409/xfce4-session

I have compiled 4.19.2 from source but saw nothing about disabling networking. Is this a bug and if not, how do you disable networking?
