Brightness steps smaller than supported hardware.

Current Behavior: Using exponential brightness and 32 step count, the lowest steps are smaller than supported hardware brightness levels. Near the dimmest end, multiple keypresses are required before the brightness changes, as the hardware doesn't support so many steps.

Expected Behavior: Brightness keys changing the brightness by no less than the hardware supported increments.
