Power button action set to "Shutdown" doesn't wait for applications to close

  1. Set power button action to "Shutdown".
  2. Open applications like Steam.
  3. Physically press the power button.

Result: PC shutdowns immediately.

Expected result: Xfce4 waits for applications to shutdown and the shutdown the PC.

This behavior is different that clicking "Shutdown" button when we have "Ask" action for power button. The "Shutdown" from the "Ask" dialog waits for applications to close.

It's important to allow application to shutdown and store data.

I'm aware forcing shutdown can be important in some cases (maybe in case if we want to shutdown a virtual machine remotely or in headless workstations), but there should be an option to the user.
