power manager plugin label disappears after charged

The power manager plugin has an option of "Show label: Percentage and remaining time". However, when the battery is fully charged, that label goes away and the battery icon turns green and the setting is no longer honored. This seems to be a regression over older versions of XFCE. I think it is a good idea to have the battery icon turn green, but I don't think the label should go away. instead it should stay at "(0:00, 100%)".

With the label going away this causes your entire panel to jump around and you are wondering, did an application crash and a window disappear or did the battery just finish charging? Also, you are left confused for a few seconds when trying to find the battery level when you don't see a % anywhere in the panel anymore. With this issue as well as panel-plugins/xfce4-weather-plugin#75, we are left with the panel jumping around a lot during the day. Normally one would expect the panel to jump around when you intentionally open or close a window, but not just sitting idle.
