Undesirable min brightness behavior change in panel plugin slider
In xfce4-power-manager 4.18.1, if I dragged the brightness slider in the panel plugin all the way to zero, then my display backlight would turn off completely. My usual use would be to drag it one pixel from zero, to put the display into a very dim state.
After updating to 4.18.3, dragging the slider all the way down to zero puts my brightness at 10%, nowhere near as dim as I'd like it to be able to easily drag it to.
Looks like c244df73 is probably where this change happened. I think this is a pretty big (and for me, very undesirable) behavior change, and at the very least the value of the /xfce4-power-manager/brightness-slider-min-level
xfconf property should probably default to something that better maintains the old behavior, especially for the 4.18.x series. Perhaps a fine compromise between the old behavior (dragging to zero turns off the display) and the new behavior could be having that default to '1' so at least you get as dim as possible without turning off. Even though turning off the screen seems like the most consistent choice, I'm not sure anyone legitimately would want to deliberately turn off their screen using that slider.
