Open configuration window is not automatically brought to foreground

On a fresh Manjaro XFCE installation (but any other system will likely do as well) with xfce4-panel 4.20.4:

  1. open panel settings window (by right-clicking on a panel and then selecting that menu option)
  2. select the objects tab
  3. select an arbitrary object present on the panel in the list of objects
  4. select the config (hamburger) menu button at the bottom of the window: the object's config window opens up
  5. in case that config window is not placed on top of (in front of) the panel settings window, drag it there with the mouse (partial overlap of the windows should also do)
  6. click on the panel settings window to bring it to foreground again. The object's config window is now covered (in background).
  7. with the chosen object still selected in the list of ojects, again click on the config (hamburger) menu button at the bottom of the window

Nothing (at least visually) happens. I would expect the (already open) object config window to get into foreground again and thus become visible. I am not sure if this is technically an issue of xfce4-panel or whether it is a wider issue which similarly manifests itself in other situations as well
