xpm icons do not resize, obscure other icons

Created attachment 5074 screenshot of xfce4-panel with non-resized xmp icon hiding other icons

I had an xpanel config from an older system (Ubuntu 11.10) When I upgraded my system to XUbuntu 13.04, one of the icons in the panel did not resize correctly and it ended up obscuring the other icons. See the screen shot. I'll also attached the offending icon. When I created a .png version of the icon, all was well.
