xfce4-panel 4.18.0: Launcher flashes and causes 100% CPU load on one core during mouse-over

To reproduce:

• have any launcher on the panel
• hover over it with mouse pointer

Result:

• The highlighting box of the launcher flashes in a high frequency
• xfce4-panel causes full CPU load on one core

Which theme do you use ? Does disabling tooltips or displaying labels instead of icons solve the problem?

Disabling tooltips solves the problem. Displaying labels instead of icons doesn't make a difference. Theme is Breeze-Dark.

It is actually possible to simplify the code and fix this problem at the same time, so let's do it. That said, the above bug is still valid, and in fact I've seen other cases where the tooltip is difficult to display with this theme (again with blinking, although it eventually succeeds).
