Hidden panels move to different output than selected when disabling selected output.

Description

Add panel, choose output-1 for it, make panel automatically hidden. Disable output 1. Hidden panel moves to output-2.

Only hidden panels are affected. If the panel is set to hidden but not currently hidden(mouse over) it will not move. Moved panels retain measurments (and position?) used in output-1.
