"xfce4-popup-applicationsmenu" command does not work as a key bind, works as a terminal command

When the user attempts to use a keyboard shortcut executing the command "xfce4-popup-applicationsmenu", the menu button press animation occurs, but the menu itself does not drop down. The key combination used does not seem to matter.

However, if the user executes the command in the terminal, the menu drops down as expected.
