Commit 350659a5 breaks action buttons if panel is in deskbar mode

"Invert buttons orientation" dialog is no longer present, as per issue #223 (closed). If a vertical panel in deskbar mode is used then the buttons do not vertically stack, although the icon of the one that is visible does correctly rotate.
