Panel tooltips out of screen

The tooltips on my bottom panel (used to launch applications) appear out of screen or partially out of screen. This only happens when "Automatically hide the panel" is set to "Never". tooltip-2020-11-19_00.29.34.mkv

(I realised after the fact that I created this issue in the wrong place, it belongs in xfce4-panel where I will re-create it)
