Focus problem with keyboard prevents xfce4-popup-windowmenu from working

Description

Running "xfce4-popup-windowmenu" correctly causes the window menu to pop up. After choosing a window with either space or enter, the window is correctly brought to the foreground but the window menu icon in the panel remains highlighted. When the xfce4-popup-windowmenu command is run for a second time, nothing happens.

After popping up the window menu, if escape is pressed to cancel selecting a window, there is no problem.

This is likely related to bug 8450.
