new plugins forced to the end of the panel

Description

Hey,

since 4.8, it seems that plugins are not added at the place where the user right clicks and click “add plugin” but are always to the end of the panel. This is a bit annoying, I've been used to place the plugins directly where I wanted them, and now I have to move them manually.

Could the previous behavior be restored?
