drag & drop over workspace switcher doesn't work

Description

It seems this bug happens again with xfce4-panel-4.11.1-1 and libwnck-2.30.7-6.

I tried to drag a file from PCManFM-Qt to another workspace. Now the preview of the target workspace is borken and shows always the dragged item that can not be redragged. When click on that target workspace, all windows there show well.

The workspace switcher does not switch to the requested workspace when dragging an item over the workspace switcher.

This makes it impossible to drag something from one workspace to another, meaning the destination has to be one the same workspace as the source, which affects workflow.
