Restart button in XFCE qubes menu bar - UX improvement

Issue Description

No restart button exists from GUI making it harder for users to restart their computer.

Believe QubesOS is using XFCE desktop.

Steps to Reproduce Issue

1. .Click top right corner and see drop down menu. No restart button shows
2. ...
3. ...

Expected Behavior

In top right menu bar corner, when clicked, shows "Restart" option.
"Lock Screen", "Switch User", "Suspend", "Restart", "Shut Down", "Log Out"

Additional Information

Will lead to better UX and easier to restart
