Allow panel navigation with keyboard shortcuts

Description

no way to show it / focus it / walk in there using keyboard. My panel is autohidden, and i show it up by showing the app-desktop-menu via keyboard-shortcut - which works, but IMO this is a side efect and it may disappear one day. If this behaviour is not a side effect, then it should be documented as a feature/howto.

Walking there is just not possible with keyboard - which may be ok, i haven't seen system that allows it.
