When I increase the height of my panel to 50px and "Show button labels" is enabled, the "Window Buttons" panel item splits its buttons into multiple rows. Ideally, this should not happen unless I increase the "Number of rows" setting for the panel. See the top half of the attached image.
Also, the button icons seem to stop growing after a certain point. With "Show button labels" enabled, the icons seem to be the same size at 48px as they are at 28px height. With "Show button labels" disabled, the icons on the panel do not grow bigger after about 45-50px. You can set the panel to 100px tall and the icons will be the same size as they were when the panel is set to 50px tall. They seem to stop growing somewhere around 45px tall. See the attached image.

I'm about to also attach the screenshot of my panel when I apply that background image.
So, I wanted to have a background image that's transparent EXCEPT in places where I want to be able to read--namely the bottom of my panel. I switch wallpapers every 5 minutes, and some of them make that text unreadable. The problem is, the transparent background I made only appears under certain widgets. After a lot of trial and error, I've determined that it doesn't display when it's under one of the following applets (out of the ones I happen to use): Disk Performance Monitor, System Load Monitor, Network Monitor, Sensor plugin, and the CPU Frequency Monitor. Interestingly, it works with the Sensor plugin when I set to to display "tachos" rather than a temperature.
As you can see, in my current setup, the image is only appearing under the clock applet, since that's the only applet I have in that section of the image that works with it. If I move the clock applet around, I can see the full image as bits and pieces, including its gradient to full transparency. It's all very smooth, but only with the clock applet.

The xfce4-panel tooltip doesn't show up when the cursor theme is too big.
I have tried https://www.gnome-look.org/p/1197198/ cursor theme with the max available size (48), and the tooltip is shows bottom of the panel, which is outside the viewport.
Reducing the cursor size fixes the issue.
Affected Devices:
All the devices running ArchLinux xfce4 (4.14.1) with different drivers and graphics cards are tried so far are affected.

I've started the panel from the terminal, with PANEL_DEBUG = all, and I'm attaching the pastebin :

And nothing new shows up in the debug log when trying to change the number of rows.
I've checked I have the exact same configuration in another VM with xfce4 as the WM, and it shows the rows beautifully there.
Let me know how to provide extra info, regarding this maybe weird setup with LXDE + XFCE4.

Two panels, one vertical and one horizontal, attached to the (e.g. left and top) edges of the screen, compete (overlap) for the corner of the screen.
Making one of them shorter is difficult because the length property is scaled in percents rather than in pixels. It almost always leads to a gap between panels.
Ideally, this should not be necessary, 100% could for example denote an available space, rather than the screen size. The panel with a lower number could be allowed to take the whole edge of the screen and panels added later would have to respect struts set by earlier panels.

A very high system load occurs up to the point that the system becomes unresponsive if the verve plugin is used.
The behaviour is confirmed in Xubuntu 16.04 and the upcoming Xubuntu 18.04.
To reproduce the behaviour do:
1. create an second, empty panel and move it to the bottom of the desktop
2. place the verve command line within the panel
-> Note: up to this point the behaviour is alright when using the verve command line
3. configure the panel to hide "intelligently" and close all config dialogs
4. try to use the verve command line
The result should be high processor load and a flickering mouse pointer and panel.
