Steps to reproduce:
1.install qastools
2.run qasmixer
3.check that checkbox in the settings (File->Settings->System tray->Show balloon on a volume change) is marked

I have recently been trying out Xfce 4.16 (clean install of Ubuntu 22.04, I used to use 20.04). I have encountered a bug with an application called Mailspring. The Mailspring tray icon seems to have only ever shown up once in the tray, I can't seem to have it reliably show up in the tray:

Description of problem:
For a dual monitor setup, its not possible to configure two pagers.
I have a dual monitor setup with xfce on F13. I would like to have a workspace
switcher on either of my screens. I have a panel at the bottom of my primary
screen with a workspace switcher applet, and I have another panel on my second
screen. I have both the applets set to the 2 row view.
Every time I log out or restart the panel rather, the workspace switcher on my
second screen defaults back to the default one row setup, even though I have
both of them setup as two rows. Right clicking the faulty applet and bringing
up the properties dialogue shows me, its correctly set to 2. However changing
the number has no effect on it.

xfce4-panel-4.6.4-1.fc13.x86_64

Steps to Reproduce:
1.add a pager on one panel, and configure as you wish. (e.g. 2 rows)
2.add another pager with the same configuration.
3.log out log back in or restart the panel from the run dialogue with
"xfce4-panel -r"
4.the 2nd pager defaults back to the default 1 row setup.
Actual results:
on a new login, or restarting the panel it doesn't preserve the row settings
for the 2nd pager
Expected results:
it should preserve the settings for both of the pagers.
Additional info:
Only thing that works is to remove the 2nd pager and add it again. When I add
it, it shows up as 2 rows, but the properties dialogue still shows 1 row. I
change it to 2 before closing. On logging out, its again back to the default
one row.
I don't know whether this is relevant or not, I didn't notice this before since
I bought the second monitor recently. So when F13 was installed there was one
monitor, and the 2nd monitor is a later addition.

I've started the panel from the terminal, with PANEL_DEBUG = all, and I'm attaching the pastebin :

And nothing new shows up in the debug log when trying to change the number of rows.
I've checked I have the exact same configuration in another VM with xfce4 as the WM, and it shows the rows beautifully there.

The menu should not refresh automatically while it is open, because that makes it impossible to reliably click on something. 1. It is not clear what will happen when I click on either "Ethernet" or "mySSID" row.
2. In the wireless section if I open the "More networks" submenu the available networks often refreshes in the main menu and it closes the submenu. The same happens when I am in the VPN submenu. This is a bit annoying. I think there should be a fixed area for available wifi networks, and the "More network" would be better as a little new window or panel (not sure who they call it)
3. As The "Connect to Hidden Wi-Fi network..." and "Create new Wi-Fi network..." functions rarely used, they had a better place in the "More networks", making the main menu more simple.
4. I miss a VPN section where I would like to see the connected VPN(s) with disconnect option like in the Ethernet and Wi-Fi sections. Even would be better a fixed area for most recently used vpn's as "available" similar list to wifi and Ethernet sections making the whole menu more consistent. The "VPN Connections..." submenu could also work as a new window as in the wifi.
I also found a bug report which is about the vpn submenu is not scrolling when there is too many vpn connections are in it. (not affects me) The new window could solve this issue as well as the closing submenu on mainmenu refresh.

I clicked on the "NetworkManager Website" link, which was `http://www.gnome.org/projects/NetworkManager/`. But this redirected me to `https://wiki.gnome.org/Apps`. And there is nothing about the NetworkManager applet on that page.

I'm using Arch Linux and have tried both official Viber.AppImage and an Arch package from AUR (which simply fetches the official .deb and repackages it).
I'm not sure if it's an issue or just that Viber doesn't have any context menu in Linux at all. The only problem is that it's impossible to close the program. So it's pretty logical that the menu should be there. **Or is it the Viber's issue?**
Otherwise I have to look at its PID and kill the process with 'top' or 'htop', which is a bit crazy.
So, please, tell me am I the only one with this issue or is there any fix for that?

Sorry if this should be two separate bugs, but they seem very related. If, for instance, I have clicked on the application menu from xfce panel and, without selecting an item, press an xfce-defined keyboard shortcut, the shortcut will be ignored. Furthermore, If i have left the menu item unselected, slock will be supressed, even though it is being called from a systemd resume unit file. I have provided a picture of the state of the panel which causes keybaord shortcuts and screen lockers (tested with slock and xlock). Sorry for the size of the image, it is at the bottom near the left third of the screen. Again, this happens whether I click on the applications menu, the volume mixer, or the lcd brightness applets, and maybe more.

When running on Wayland (Wayfire 0.7.5) I noticed my lockscreen is unable to receive keyboard input (after I've clicked a panel plugin, doesn't matter what gets focus after that point the locksreen doesn't get input then) on the output that xfce4-panel exists on. Bit of debugging later determined its because of (in `wrapper/wrapper-plug-wayland:174`):

gtk_layer_set_keyboard_mode (GTK_WINDOW (plug), GTK_LAYER_SHELL_KEYBOARD_MODE_ON_DEMAND);
```
Now I know Wayfire (and wlroots as the backend alone) doesn't support `on_demand` keyboard interactivity (introduced in version 4 of the wlr_layer_shell protocol). Last I checked, (they could have fixed the bug by now) the versioning API wasn't working properly (such that you couldn't reliably check if the backend compositor actually supported this new mode).
So before I look into a proper fix* I was wondering why the above call is made? i.e. Why does the plugin try to receive keyboard interactivity?
*Currently thinking the best method might be to acquire and release keyboard interactivity is the best best

Source code wise I see xfce4-panel is making use of gtk-layer-shell (when supported by the compositor, which my compositor [Wayfire] does support). It seems that plugins are initialized (and generally stay at the OVERLAY level) and in the 'wrapper_' files (do external plugins use this?) there's a check to demote the layer of the plugins to TOP if the active window is determined to be fullscreen.
Given the above, I've two questions:
1.) Do external plugins use the 'wrapper_' files in their build? And thus is the fullscreen check not working correctly?
2.) Why is the default layer-shell layer OVERLAY? I understand that plugins are trying to be rendered on top of the panel, but couldn't the same be achieved using two different lower layers? i.e. Panel defaults to BOTTOM, plugins default to TOP (or they could both use the same layer and make the assumption that later spawned surfaces will default to occluding the backing panel)

I am using Manjaro 21.1.6 with xfce4-panel 4.16.3 and xfce4-whiskermenu-plugin 2.6.0. [Session Private Messenger](https://github.com/oxen-io/session-desktop) is the latest available version at this time, 1.7.3. The same issue has been present when using the Flatpak, the Snap, the AppImage from Session's website and the session-desktop-bin AUR package. I tried to compile from source but kept running into errors with that so I'm not sure if that would also have the same outcome.
It looks like [this](https://imgur.com/a/aUg86yC). Icons for other applications all appear fine. Using different style/icon sets had no effect. I tried the steps recommended by ToZ:

But that is unfortunately met with an error: `Aborted at function fopen()`
