Application .desktop file with Categories=Settings;Utility; does not show in Utility menu

Description

This is properly not about appfinder but it affects appfinder, application menu and whisker menu plugin.

If i edit a .desktop file in /usr/share/applications and have "Settings;Utility;" like so:

Categories=Settings;Utility;

Then for some reason the application does not show up in the Utility menu. Remove "Settings;" and the application will show up in Utility menu.

Consistently appfinder, application menu and whisker menu plugin does this. Like on purpose.

The Utility category seem to have special placement of these items in application menu and whisker menu plugin, but not addfinder: Run Program... Application Finder

Dont know if that might mean something.
