Allow applications to be pinned to top of list

I am aware that their is a setting that pins recently used applications to the top of the list, but this is different.

Suggesting to add new context item that allows user to pin items to the top of the list.
Applications would sort in alphabetical order, unless would somehow want to offer way for user to sort these pinned items manually, like by dragging and dropping?

If the Sort recently used items at top setting is "on" then these "recently used" items would appear below any "pinned" items.

I thought this might be what the "Add To Bookmarks" context menu item would do, but does not appear to be the case.
