allow to blacklist / ignore directories

I want to keep tumblerd from scanning directories for which I don't need thumbnails (mostly source code dirs that may contain images, or IDE workspace dirs).

Both an entry in tumbler.rc or a tumbler.ignore file in the respective directory would work for me.
