4.18.0: Moving files to replace other files of same name hangs on "queued"

./boo
-doc1.txt
./foo
-doc1.txt

Try moving ./boo/doc1.txt to ./foo and confirm replace - file operation hangs with a message of "queued".

Changing "Use intermediate file on copy" to "Never" works around the issue.
