Install 4.17.9 from autogen: "xdt-autogen: You must have "gtk-doc" installed" but not present at provided link

Hi all. I cloned from git, tried autogen.sh, installed xfce4-dev-tools as requested, then tried again and got:

xdt-autogen: You must have "gtk-doc" installed. You can get if from http://www.gtk.org/gtk-doc/.

But that link is dead. There's a link to it in linuxfromscratch but I'm loathe to just start downloading things and installing them randomly. I installed libgtk-4-dev. libgtk-4-1 is already latest.

The xfce docs say to install:

xfce4-dev-tools (only required if you build from GIT)
libxfce4util
xfconf
libxfce4ui
garcon, exo
thunar
xfce4-panel, xfce4-settings, xfce4-session, xfdesktop, xfwm4, xfce4-appfinder, tumbler…

Then for thunar specifically: libxfce4ui, exo, libpng, gtk+, glib | libexif, gdbus, libnotify, libstartup-notification, freetype, libjpeg, libxfce4panel, xfconf

In that order, but terminal is unable to locate the libxfce4util package.

GTK says to install dependencies: GTK, GLib, Pango, Gdk-pixbuf, ATK, GObject-Introspection, Epoxy. But again I'm keen to not install a ton of stuff on the off chance one of them works.

Any tips for how to proceed? This is with a relatively fresh install of xubuntu 22.04.1.
