Drag and drop Shift/Ctrl modifiers not applying

Steps to reproduce:

1. Select file(s)
2. Click and drag on file and hover over folder
3. Hold Shift/Ctrl to attempt to apply the 'Move'/'Copy' modifier

Expected behavior:

Holding Shift while clicking and dragging a file will force move it

Holding Ctrl while clicking and dragging a file will force copy it

Current behavior:

It seems to be randomly stuck on either copying or moving.

Moving the same file to the same folder is sometimes either moving or copying.

System:

• Arch Linux (5.18.14-arch1-1)
• Swaywm (1:1.7-9)
• Thunar (4.17.9+74+g920634be-1)
