Emblems tab of file properties dialog has keyboard accessibility issues

If you navigate the emblems tab of the properties dialog with your keyboard, there are two issues that arise.

1. The spacebar and enter keys do not work to check an emblem
2. Moving the cursor/focus upwards and downwards doesn't cause the scrollbar to move which results in the cursor/focus not to be seen
