Show a informal banner in the "Templates" folder, instead of the "dont show again" popup

Idea is from brainwash, I opened just the bug to dont forget about it, since I like the idea.
<brainwash>the top of the main view could be used to show some text<brainwash>with a close button to dismiss it (forever)<brainwash>this way the information would be shown regardless of how the user reached the Templates folder
On top a banner would be less disruptive, solve the "Templates ..." discussion from Bug #16547 and imo look better.
Similar to the trash banner from Nautilus (see attached picture)
