Since 4.21.2, switching tabs via mouse scrolling can be inadvertently triggered (connected to XFCE desktop session via Remmina over RDP).

Xubuntu 24.04

Steps to reproduce

1. Connect to an XFCE desktop session via Remmina over RDP.
2. Within the session, start thunar and open 2 tabs.
3. Navigate to a directory where the contents do not fill the vertical view (so there is no vertical scrollbar).
4. Hover over the middle of the directory contents.
5. Move the mouse wheel up/down.

Current behaviour

Unexpectedly, the tab switches (very distracting).

Expected outcome

Nothing should happen, since the mouse is not hovering over the tabs bar.

Additional information

Not sure if this is a thunar issue, but if not thunar could have a preferences setting to completely disable switching tabs via mouse scroll.
