Tabs are not restored on startup if Thunar was launched with a URI argument

Reproduction steps

1. Enable "Restore tabs on startup" in Behavior section of Thunar preferences
2. Open at least one tab
3. Close all instances of Thunar
4. Run thunar ~, or xdg-open ~ if Thunar is set to the default file browser

Expected behavior

Previous tabs should be restored, in addition to the home folder being opened as either a new tab or window, depending on the configured "Open new thunar instances as tabs" preference.

Actual behavior

The home folder opens in a new Thunar instance and previous tabs are not restored. Running thunar while this instance is still open restores the previous tabs, potentially multiple times if run repeatedly.
