enable thunar directory bar in download mode

Usually Thunar windows contain a directory bar[1], but when downloading or uploading files from any program (e.g. web browser or screenshot tool), a Thunar window appears without the directory bar[2]. How can I change this? For instance, when downloading files in the browser, I want to be able to enter the download path instead of manually navigating to the target directory.
