Localization partially broke in xfce4-panel-4.20.7

After upgrading my FreeBSD desktop to 4.20.7 recently, the right-mousebutton menu popping up attempts to render its items in UTF8 -- which fails -- probably, because my LANG is uk_UA.KOI8-U.

Other things -- including the button's title -- are still rendered correctly.
