Window menu doesn't have mnemonics (and: on `Move to Another Workspace` functionality)

xwfm4 and libxfce4windowing now have the Move to Another Workspace functionalities.

But they:

1. have separate codes and differ a little bit:
2. the libxfce4windowing's submenu items don't have mnemonics.
3. (just as a demonstration) the Russians translations differ.
4. UPD: on the other hand, the libxfce4windowing's window menu items have icons; the xfwm4's don't.

So:

1. The enhancement request is to fix the mnemonics and icons.
2. Can we share the code (from libxfce4windowing to xfwm4)?
