XfceTitledDialog: Duplicate icon in CSD title bar if GtkSettings:gtk-decoration-layout contains 'icon'

This is the default on Wayland, for example (unless it's specific to my setup…). The icons may also differ slightly from case to case, as shown below for xfce4-settings-editor.
