Inconsistent window resize options
This belongs to almost all parts of xfce: All the settings dialogs, the preferences dialogs of most xfce apps, the properties dialog of almost all panel plugins, ...
For no obvious reasons, all these windows and dialogs fall into three different categories (I tried to test all new-style windows in xfce with header bars):

Those which can be resized, and have minimize and maximize buttons, and snap to half-screen or quarter-screen format when dragged against a screen edge (e.g. appearance settings dialog).

Those which can be resized, but don't have minimize and maximize buttons, (but still can be minimized or maximized by the titlebar menu or application button in the panel), and don't change size when dragged against a screen edge (e.g. clipboard manager settings).

Those which can't be resized at all, can't be maximized in any way, and don't change size at the screen edge (e.g. thunar preferences).
Could this please be uniform across all xfce dialogs, preferably the first, full-featured variant except for very simple dialogs?
