After using certain applications that capture the keyboard, even after closing, Application shortcuts stop working

Hello there!

I wanted to congratulate you all for working in this great DE! I really like it and use it for years now.

Something has been happening for some time now and I don't know exactly how it happens though. I tried troubleshooting it myself but have no idea on how or why it happens.

I work for a company that is paranoid over cybersecurity and they demand us to use our workstations to just access remote virtual machine desktops inside their infrastructure. Currently we're using (former VMWare) Omnissa Horizon Client. I have been experiencing this with other applications as well, but I can't remember exactly which ones cause this issue, Horizon Client has been the most noticeable (it even disables my gamer keyboard backlight when hovering mouse over the client window).

After the app captures de keyboard, for example, to send specific commands to the desktop like the Ctrl + Alt + ESC for Windows Task Manager without the Window Manager intercepting it, all XFCE keyboard shortcuts stop to work immediately, as expected.

However, after changing focus from Horizon's window back to the DE or any other window, only window manager keyboard shortcuts work properly. App shortcuts don't:

Do you have any idea on how or why this happens? I am not quite sure this is a bug or maybe a residual process running in the background. Even after closing all app windows (including Horizon's) this issue persists. Restarting the user session usually fixes the problem, but it's somewhat frustrating to have to close all apps (even the ones that don't cause this issue) and then reopen them...
