Allow to reassign keyboard shortcut that is already used by an invalid action

I'm on Artix linux and the issue happens with thunar version 4.2.0 and newer

I recently updated the system and found that the common Control+backspace shortcut that I use with Thunar stopped working.

After some troubleshooting this is what hapens when I try to assing an action to use Control + backspace:

There is no other configurable shortcut that uses Control+backspace on the list of configurable shortcuts.

Downgrading to thunar version 4.18.11 fixes the issue.
