xfce4-settings - Keyboard doesn't keep settings, if set by keyboard shortcut or panel menu

System:

• ArchLinux (today updated, but the problem is not new).
• xfce4-settings 4.16.0
• xfce4-panel 4.16.1
• xfce4-xkb-plugin 0.8.2 (I am not sure if it is used here, the help button goes to => https://docs.xfce.org/xfce/xfce4-settings/4.16/keyboard)

When I choose the keyboard layout from the xfce4-panel plugin, or by set keyboard shortcut, it's not globally set, if I click on other window that current one (or for example a different input field in Firefox), I loose the setting.

But if I open, the xfce4-keyboard-settings (from the same widget => keyboard settings (parameter ? I use the french version). and i push first, the keyboard I want in Layout => Keyboard Layout. It work perfectly everywhere.
