scale alternate layout dots to be visible on hi dpi displays

Description

Currently, the dots that the xkb panel plugin adds to the flags to indicate the 2nd/3rd.. variant of a layout corresponding to the same country become so tiny as to be practically invisible on a high DPI display.

I have filed a pull request against the github mirror with a proposed fix for this issue. The pull request is accessible at https://github.com/xfce-mirror/xfce4-xkb-plugin/pull/5
