xfce4-xkb-plugin fails with custom xmodmap settings

Description
When I do
$ xmodmap -e 'keycode 86 = KP_Add KP_Add KP_Add KP_Add KP_Add KP_Add XF86AudioRaiseVolume KP_Add KP_Add XF86Next_VMode'
and watch xmodmap with
$ watch 'xmodmap -pke | grep -i " 86 "
I see that after some time (less than 1 minute) or after some times I switch layout with hotkey (1..4 times) the xfce4-xkb-plugin restores xmodmap settings, which makes plugin useless with custom ~/.Xmodmap.
When I execute "xmodmap -e ..." command few more times, xfce tells me that "Module was restarted some times in past 60 seconds. Press "Run" ("Execute"?) to try to run it again, otherwise it will be removed from panel" (this quote it not literal as it was displayed in my native language, which is not English; I poorly translated it to English back).
I hadn't specified version in this bug report since I can't determine it: 1. "About" menu doesn't show the version, 2. "/usr/lib/x86_64-linux-gnu/xfce4/panel-plugins/xfce4-xkb-plugin --version" doesn't output version, 3. "strings" on this binary doesn't output anything like "0.5...".
