Can't use custom XFCE theme window icons
More of a question, I have a theme installed inside /usr/share/themes
but it doesn't show up in the theme options.. Is it possible to use it?

I believe it has to come with its xfwm4 theming.

Interesting. That was committed 7 years ago. I'm pretty sure it used to work not even a year ago.
In my opinion, it should be re-added, else it doesn't make sense. This is an Xfce plug-in, hence should work well with its components, not ditch them entirely.

Removed code was copied from xfwm4. It would be great if xfwm4 theme handling had API and was moved to some library.
I 100% agree that it should support xfwm4 theming. Else it looks very out of place. Can't the https://aur.archlinux.org/packages/xfce4-windowck-plugin-xfwm4-theme-support be merged into the main?

I believe you mean https://github.com/twa022/xfce4-windowck-plugin fork when suggest to merge AUR package. Now it doesn't have xfwm4 themes support too, nothing to merge.
If xfwm4 adds similar plugins (see xfce/xfwm4#666 (comment 58609)) then this plugin would become obsolete.
Probably the simplest way to do this is to start with merging windowck into xfwm4.
In this case plugin will get support of xfwm4 themes using existing code. I don't want to copypaste it again from one project to another.

Even without xpm - wck buttons could support png-only themes like Mojave, when they don't include xpms (looks like, xfwm4 can guess shape from png alpha channel at least for corners).
Adding xpm support could just make themes, using them, look correct (for xpm-less themes it would not make sence).
