stop autoconfigure, allow multiple instances

Description

Autoconfigure is a bug. I should be able to run multiple instances of the weather plugin, each for different locations. BECAUSE I TRAVEL. Autoconfigure prevents this. It also apparently prevents changing the location on the one instance I can currently run. Please consider programming for user flexibility, it is XFCE's best feature. Making assumptions is a mug's game. Thanks.
