Use a single panel row

There are two issues with the "Use a single panel row" option:

1. In my opinion it should only be used with icon only layout (no labels). This is subjective, of course. I find a layout with a button and labels occupying one of the rows ugly and not really saving any space. If labels are added I would simply imply "use a single panel row" is disabled.
2. It is not working in a deskbar mode. Or rather it is doing something very different from what it suggests (it always occupies the full panel width but toggles between a horizontal or vertical button+label layout). There labels are also misaligned in deskbar mode but that is a separate issue.
