Unable to right click when properties dialog is open

Description

If i hover the cursor on the plugin on the panel the background color changes and i can right click to select properties. But for some reason when the properties dialog is open i am unable to right click the plugin on the panel. Also the background does not change color on hover.

After closing the properties dialog again the background color changes on hover and i can right click the plugin.

The About dialog does not give this problem.
