RFE: port to pcre2

Like it is in subject.

PCRE is only used in verve_is_url(). It shouldn't be difficult to port, although the new library is completely different. I'll try anyway.

Yes, I'm waiting a little while for the translations in progress. There's also the replacement for GCompletion and #1 but I don't think I'll have the motivation to do that.
