System Load plugin cannot span 2+ rows in vertical panel layout

Well... in this case, a picture is worth a thousand words.

I've pulled up the panel preferences, system load monitor preferences... and the results. The display in the panel should take up two "rows" in this case. Now there's a gap where it is not filling in.
