Xubuntu 18.10, Selecting sound settings from the menu does not open a window

Description

I'm testing Xubuntu 18.10. I have the pulse-audio plug in .When I click it a menu opens, one of the options is: sound settings; when I click that, nothing happens. Please see here: https://imgur.com/a/AdsNlgn

I would expect a menu to open.
